Eleanor Burnham today gave a critical assessment of the Assembly Government's annual report on Iaith Pawb.

Mrs Burnham, who is the Welsh language Champion for the Welsh Liberal Democrats, was speaking ahead of tomorrow's (Tuesday) Assembly debate on Iaith Pawb.

She said: "There have been many worthy successes this year but in Iaith Pawb we set ourselves a monumental challenge. What I do not see in this report is the same clarity of vision and hunger for real achievement. The aim of a bi-lingual nation seems to have become an empty promise rather than a driving ambition.

"The Welsh Liberal Democrats launched Iaith Pawb in Partnership Government and so we have a real concern for its progress.

"The problem for this Assembly to address as a matter of urgency is linguistic continuity in the education system and Welsh language provision post-16. All too often those who studied Welsh, or through the medium of Welsh, don't have the opportunity to use the language in further education or in their day to day lives.

"It is clear from reading this report that we need a new Welsh Language Act. We need one primarily to incorporate those utilities that have migrated from the public sector to the private sector since the current Act was passed. We want to make it easier for all people in Wales to use the language in everyday life.

"We continue to oppose the merger of the Welsh Language Board with the Labour Assembly Government. This merger means that there will be no independent champion to challenge and guard the best interests of the language.

"The target is an increase of 5% in the number of Welsh speakers by 2011. A piecemeal approach that lacks vision will not help reach that target."

Mae Eleanor Burnham wedi rhoi asesiad beirniadol o adroddiad blynyddol Iaith Pawb gan Llywodraeth y Cynulliad.

Roedd Mrs Burnham, Pleidiwr yr Iaith dros Democratiaid Rhyddfrydol Cymru, yn siarad cyn dadl yn y Cynulliad yfory (Dydd Mawrth).

Dywedodd: "Ceir nifer o llwyddiannau digon teilwng eleni ond yn Iaith Pawb gosodwyd her anferthol. Ni welaf yr un gweledigaeth a chwant ar gyfer llwyddiant yn yr adroddiad hyn. Mae'r nod o gael cenedl dwyieithog yn edrych fel addewid wag yn hytrach na uchelgais sy'n llunio polisïau.

"Fel plaid, wnaethom lansio Iaith Pawb yn ystod y Llywodraeth Partneriaeth felly mae gennym wir gonsýrn am ei chynnydd.

"Mae rhaid mynd i'r afael a parhad ieithyddol yn y system addysg a darpariaeth Cymraeg wedi-16. Yn rhy aml mae rheiny sydd wedi hastudio Cymraeg, neu trwy gyfrwng y Gymraeg, heb y cyfle i ddefnyddio'r iaith yn addysg pellach neu yn eu bywydau pob dydd.

"Mae'n amlwg wrth darllen yr adroddiad hyn fod angen Deddf Iaith newydd. Mae angen un yn bennaf i gynnwys y gwasanaethau cyhoeddus sydd wedi mudo o'r sector cyhoeddus ir' sector prefiat ers i'r Deddf bresennol gael ei phasio. Yr ydym eisiau ei gwneud hi'n haws i bawb yng Nghymru defnyddio'r iaith.

"Yr ydym yn parhau i gwrthwynebu cyfuno Bwrdd yr Iaith gyda Llywodraeth y Cynulliad. Mae'r cyfuno yn golygu na fydd yna pleidiwr annibynnol i herio ac i amddiffyn buddiannau'r iaith.

"Y nod yw gweld cynydd o 5% yn y nifer o siaradwyr Cymraeg erbyn 2001. Ni fydd yr dull yn ddarnau hyn sydd heb gweledigaeth yn helpu cyrraedd y nod."
